■ Kate - How create a template

There isn't a specific option for this. But a plugin that does something similar.

First step:
Settings > Configure Kate > Plugins

Second step:
Mark "Snippets Tool View"

At the right-side of the UI you can see the plugin enabled.

Now you can use the tool to create a repository and add snippets to it, which works basically as templates.
