Why does this feel like the new normal?

We went into a meeting this morning, the whole company. Discussed the issue around anual pay increase and bonus.

It's not going to happen this year because the company that owns us is not making enough money.

Again, why does this feel like the new normal?

It seems to be happening more and more in my industry, with various discussions I have with my colleagues and friends.
